Request a sync of the Program details with the vendor's system.

Note that this endpoint is treated as a hint, and Derapi may choose to ignore it if the Program has been synced recently already.

Not all vendors have a notion of Programs in their systems. If the targeted Program does not include any vendors who have a notion of Programs, Derapi will ignore this request.
